Soviet Premier Nikolai Bulganin appends his signature to agreements with Finland in Moscow today as Finnish Premier Urho Kekkonen, left seated, glances aside. Identifiable standing at right is Nikita S. Khrushchev, Soviet Communist Party leader. The agreements restored the Porkkala military and naval base to Finland and extended the Finnish-Soviet friendship treaty for 20 years.
