The state of Bremen consists of two separated enclaves: Bremen, officially the "City" and the state capital, and the city of Bremerhaven. Both are located on the River Weser; Bremerhaven is farther downstream and serves as a North Sea harbor. Both cities are completely surrounded by the neighboring State of Lower Saxony (Niedersachsen). The two cities are the only administrative subdivisions in the state. The federal states series consists of a total of 16 different €2 coins, each one bearing a unique symbol or building specific to the respective state. The series began in 2006 and a new coin is minted each year, in order of the rotating presidency of the Bundesrat (the upper house of the German parliament representing the federal states). The reverse of the coin shows the Bremen Town Hall in the background - one of the most important examples of Gothic brick architecture in Europe - and the statue of the city's protector, Roland, in the foreground, erected in 1404 in front of the town hall, facing the cathedral. Charlemagne's knight Roland bears Durendart, the "sword of justice" and a shield decorated with the two-headed imperial eagle as symbols of liberty. From Bremen, the symbol of civic liberty and freedom spread to other cities and has become a symbol of the new Europe. In July 2004, both of these monuments were added to the list of UNESCO World Heritage Sites. In the outer ring are the European stars as well as the year of issue, 2010. In the lower half of the outer ring is the country of issue, “Bundesrepublik Deutschland” or Federal Republic of Germany.
